What is an Annual Comprehensive Financial Report or ACFR?

The ACFR provides financial, investment, actuarial, statistical, and other related information about DERP and the pension plan we administer. It provides assurance we are in compliance with applicable legal provisions. Our 2021 report shows the DERP Pension Benefit fund continues to be in a healthy financial position relative to our peer group of other public pension funds nationally.

The Government Finance Officers Association of the United States and Canada, or GFOA, established the Certificate of Achievement for Excellence in Financial Reporting Program (COA) in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports that evidence the spirit of transparency and full disclosure and then to recognize individual governments that succeed in achieving that goal. Furthermore, the City and County of Denver’s Revised Municipal Code requires an annual audit of DERP’s trust fund by an independent licensed certified public accountant. This year’s audit was conducted by CliftonLarsonAllen LLP.

What is a Popular Annual Financial Report or PAFR?

The PAFR supplements the ACFR and is written in a simple and easy-to-understand format. We use trending data, graphs, charts, and visual elements to summarize financial, investment, and member information. This report is unaudited and is not intended to present a complete financial picture. Instead, the objective of the PAFR is to keep readers without a background in finance or accounting informed in a non-technical format.

GFOA established the PAFR Awards Program in 1991 to encourage and assist state and local governments to extract information from their annual comprehensive financial report to produce high quality popular annual financial reports specifically designed to be readily accessible and easily understandable to the general public and other interested parties without a background in public finance and then to recognize individual governments that are successful in achieving that goal.

Yes, they do, and we’re proud!

For the past 32 years the GFOA of the United States and Canada has awarded a Certificate of Achievement for Excellence in Financial Reporting for our ACFR. Receiving a certificate is the highest form of recognition for excellence in state and local government in governmental accounting and financial reporting. Its attainment represents a significant accomplishment by a government and its management.

GFOA also presented us the Award for Outstanding Achievement in Popular Annual Financial Reporting from GFOA for the past two years. Although the PAFR is not a required document, it is considered best practice, and plays an important role in making information accessible.
